  1. No...it can be used to adjust the pH upwards, but it's rather an expensive way to do it.

    Some people use household bleach to santize

    since one type of chlorine Hyposodium chlorite  is the same product in bleach.  BUT bleach usually has some other additives.  So don't do that. You simply are not going to save alot of money by using  ersatz household products.

    You should stick to the products specifically designed for above ground pools.

    There are a couple of products available to make life easier.

    A Salt Water Chlorine Generator  will change normal table salt (Sodium Chloride)  into Chlorine (hyposodium chloride)

    then all you have to do is add salt.

    A Copper Silver Ion System can reduce your chemical needs by 98% by using electric ionization to santize the pool the inital cost of both these items is somewhat High, but they future outlay in chemicals is greatly reduced

Absolutely not.  Baking Soda has no effect on the sanitation of the pool water and only effects the pH balance of the water slightly.  The only truly reliable substitutes for Chlorine in pool water are Bromine (which can sometimes stain concrete/gunite pool walls a brownish color) and Ozone, which requires pretty expensive equipment and some amount of technical skill to be effective.
