My friend is trying to establish residency there to obtain a driver's license, but she will be living with her brother and will not have any utility bills, only bank statements. Do you know if the DMV will accept bank statements? Thanks.

  1. http://www.dmv.de.gov/forms/veh_serv_for... shows the 'how to' part.

As far as residency, http://www.dmv.de.gov/services/driver_se... says you must have two of the listed things to establish residency.  Bank records can be one.  For the other:  W2 form from the job, auto insurance policy, voter registration card...see the link for the full list.
