  1. Nope - they are different minerals:

    Topaz is a silicate mineral of aluminium and fluorine with the chemical formula Al2SiO4(F,OH)2. If white or colourless topaz is irradiated it becomes blue, although natural blue topaz is also known. It is still called topaz.

    Tanzanite is a different mineral: It is the blue/purple variety of the mineral zoisite (Ca2Al3(SiO4)(Si2O7)O(OH)).
