Can canada visa be approved if i appeal to the Canadian embassy?

I applied for canadian student visa twice, they refused. And the refusal letter had mistake twice about my nationality, I am Mongolian but they said that I am chinese, in my opinion they just saw my picture and thought i was chinese and did't even see my materials. Should I appeal? what site should be useful? What should I do?

I think there's a big percentage of getting a canadian visa if you make an appeal and go directly and talk with the officials...also bring legal document to proved your nationality like your birth certificate and financial capabilities...legal documents to support your intention..
