No, because when you can convert a file, you can only either keep it at the same quality (lossless) or degrade the quality a bit. You can never magically increase the quality of a file by converting it. That would be like adding something you don't have :)

Same goes for music and images.

You can't increase the quality of a video. The quality that you have is the one you get.

No, if your original video has bad quality, you cant increase the quality by converting it.
