  1. Medical attention can not be withheld, or denied.  In some situations, such as during a "crime in progress", it may become necessary to delay medical attention until the situation is resolved.

If you call 911 and say that you need help they have to respond.  Their response time, sadly, depends on the severity of the situation (in their opinion).  You have to stress that you fear you may die over this situation, then they care more.  If you go to the emergency room, they cannot deny you.  But they also see you based on severity.  And if you seem like you can't pay, they may not give you the best treatment.  But they have to see you.

Now say if you are "pinned" down under gun fire and medical assistance could not be rendered then that is acceptable. If you are in custody and in need of attention and the officer ignores you then, it is to their detriment if help is not given quickly or a reasonable amount of time. The reason being the officer is responsible for your safety. The officer would be in big trouble if due care is not shown to a prisoner.
