Can cornstarch improve the quality of a certain cloth?

Not really , !! I am not sure how you would apply it , either make a solution with water or apply directly? Either method will result in a white residue on the cloth.

Please define what you mean by quality?? And is there a certain type of cloth, man-made fiber, natural , etc.
