Can dark magician attack after using diffusion wave motion?

I saw on the show when yugi used it but I played someone and they said I could not attack after using it is that true?

yes but only the targeted monster can attack and the monster he attacked is an effect monster the effect is negated so if he destroyed a giant rat then the opponent couldnt special summon a monster
