Sure. Dogs generally drink from toilets so tap water in the Dominican Republic should be fine.

Yes they can without any problem, water is only not for human consumption, animals don't have problems with it. My dogs are always drinking from the tap.

Depending on the dog's history.  My dog drinks potable water in the DR because he's never drank tap water.  After talking to other Dominican dog owners, they said that the potable water decreases the risk of getting sick or having stomach problems.  But, the street dogs drink what they can find.  FYI-They also look both ways before crossing the street.  Though also a dog, my domestic dog doesn't so he is treated as a domestic and not like a street dog.
