  1. Electricity is energy.

Famous conservation law, "energy can not be created or destroyed only changed in form"

Thus electricity can be converted into other forms of energy and then back into electrical energy again without breaking any laws...all the while doing work if necessary!

For example...electrical energy from a battery can be converted into light energy (light bulb) then this light can be turned back into electricity with a photo voltaic (solar) cell (like the one on a lot of calculators).

  2. no.

eg when you pump up a tire, what can the energy you used pumping be recycled into?

when you climb a flight of stairs, what can the energy you used be recycled into?

    however, look at a Prius.

electricity is used to make it go.

when you stop, it does recover (recycle) some of that energy, storing it back into the batteries.

what that means is that the energy is only recoverable if it's used to create a different kind of energy -- kinetic energy in that case.  it's not recoverable if it's used to do work, like light a light bulb, or turn your skil saw.
