Can everyone understand stewie when he talks?

In family guy, i've seen some episodes where stewie talks but no one understands him.

But in this episode, (the one where they're in the closed room with the rising water, and peter is explaining his ancestor stories), everyone understand stewie at a certain point.

Does it change from episode to episode? Or do they just ignore him?

Haha that's the funny part. They used to make it so that only Brian could hear him and some random adults. But now, just for fun and entertainment they throw in episodes where everyone can hear him.

haha, i wonder as well, its seems that sometimes they can and sometimes they can't

I'm pretty sure they are just incredibly negligent. Brian seems to be the only one who listens to anything Stewie says.
