The answer is yes.  You didn't ask if fescue straw was effective as a broom straw component.   That answer would be no.  As a C-3 plant, it will lack the required amount of indigestible cell walls to withstand much use as a sweeping material.  But it could be used in a bind, it would just have to be replaces frequently.

  3. In México there are big harvest of milo (millet) whose straw is used after taking the grain, for making brooms. But there are many, MANY other plants used to make brooms too. even palm leaves.

  5. no it is two different types of grass, fescue puts up a stem which holds the seed but after the seeds fall out it leaves a dead stem that is often mistaken for broom straw, broom straw is known for growing in infertile ground
