Can fleas travel from downstairs apartments to upstairs apartments without a host?

My downstairs neighbors have fleas and there are fleas in the backyard. We share no vents or any kind, only walls. I have seen no fleas, neither have my rodents. They want me to bug bomb, which is quite a process with finding a baby sitter for my pets, and having the gas line shut off. Is bombing my apartment a neccessity to ensure a flea-less complex?

  1. Most definitely, they can jump/leap up to 3 feet in a single bound, until they find themselves a host. It  could be one of your pets or children or even you.
