  1. Cabinet secretaries are in the line of presidential succession.A former president who has served two terms would not be eligible for any more time as president and as such it would be illegal for him to serve as a cabinet member.A president who served only one term,such as Jimmy Carter,could serve in the cabinet since it would be legal for him to serve again as president.The elder Bush could serve in the cabinet but Bush junior and Bill Clinton could not.

Thats an interesting question and to be honest I am not certain.  The Constitution does not forbid it and to the best of my knowledge  there is no law against it.  I believe that the reason most Presidents have not sought such positions is that to take a lesser government post after being president is detrimental to the dignity of the office of President.  And I think most of them enjoy being retired too.

    The exception is to act as a special ambassador since the esteem of being a former president as well as the knowledge of the countries inner workings makes them well suited to speak for their country.
