  1. I'm not sure, but I know a green card holder can go buy a handgun legally (TWICE) in the state of Virginia and use them to kill 32 innocent people.

    If you can do that as a green card holder you can probably be the head of an US embassy.

Yes, local citizens, third country nationals, American citizens and US residents can be hired locally by US embassies overseas.  However, working for the US government as a local hire does not protect residency; staying out of the US for a year and taking up employment in another country (even though for a US entity) can easily cause you to lose your green card and resident status.
