Can he join the National Guard?

Question

I know someone who enlisted in the Navy, and after 22months was issued an Other Than Honorable Discharge, with an E4.

I am certain he was just not ready to be a sailor, he was barely 18, when he left, and just got in trouble for one stupid thing after another.

Is there any hope to re enlist in any branch?

With an RE-4, he is permanently out of any military service.

You say he has an E4.  Do you mean an RE4?  If so, there no possible way he can reenlist.  RE4 is an automatic disqualifier.
