  2. Hooves are like your fingernails.  When they grow too long, you cut them off.  Your fingermails aren't ticklish... you can't feel anything at all.  The hoof is the same way.  If a horse doesn't want you to touch their hooves, it's a cue that something's wrong.  It's not ticklishness.

  3. Parts of the hoof can be ticklish.  The coronet band seems ticklish when you use a pair of clippers that vibrate.  The frog can seem ticklish when you're cleaning out the feet.

    Not that the horse falls to the ground laughing.  They just react, not like it's pain, but like it's ticklish.

    The hard parts of the hoof don't have a lot of feeling.
