of course,u can study MCSE at home by yourself. Many useful can be found online very easy. The study guide, The MCSE practice  test. I know some free download link , u can download the MCSE practice test from it for free. It is real q&a. I have checked it. U can use it.

Yes you can, get all the study materials at home, practice in your computer connect your computer with another computer(s) (to make server and clients),  practice through MCSA dumps( i prefer exam cram )

and give exam to any prometric center which conducts MCSE exams.
