Yes, and if they don't just sue for discrimination. It does not matter if you are citizen or not if it hurts your feelings you are entitled to sue.

You can apply for the green card lottery if you are a native of a low admission state designated under the diversity program. You did not mention where you were born, but if you werr born in a admission state designated under the diversity program, then you can participate.
