  1. It depends on who you are asking and what the question will be.  

    If you are doing a general genealogy search on the internet you should be able to research anyone.  If you are looking at courthouses most of their information is open to the public also.

    Perhaps I helped just a tid-bit???

  2. I do not agree with the prior answer.

    One, you did not indicate WHAT you are asking for.

    In terms of genealogy (that is the section you are in), records concerning living persons are normally subject to any privacy laws.  You cannot get a birth certificate for someone living. Certain records ARE public.. depends what they are, and the purpose.

    If you are doing research concerning someone dead... we do that every day, here in genealogy. Historical records are open to anyone.

    Your question might not be concerned with family history.
