  1. Tell them the name of the driver, it was your friend Jean Pierre and his address is Flat 123 Francais House, Paris. Foreign forces will not be conducting enquiries on a matter this minor on behalf of the English police. The most likely outcome is the traffic department will send a few letters to this address, on not getting a reply they will just drop it as it is not a serious enough crime to be spending money on chasing up. You will of course be breaking the law by doing this, and if you got caught they will be stern with you, judges hate perverting the course of justice.  It might be worth the peace of mind to just take the three points like a man!
