Can i book ferry tickets for my fiance to come back to scotland who is is dublin but has no photo with him?

my fiance went to dublin a couple of weeks ago and is coming back to glasgow, but he has no photo id with him.can i book a ferry ticket for him?

You do not need photo i.d. to travel by ferry between Ireland and England.  There is no ferry from Dublin to Scotland.  However, he could take a train to Larne in Northern Ireland and catch a ferry to Stranraer.  Larne counts as the U.K., so whatever your rules are it will be the same, but in Dublin you can get on a ferry no problem without photo i.d.
