Yes, there the same species but not the same breed.

They will breed together, but the question is will they get along.  You really never know.  Also it may prove difficult to get them to breed together.  You will have have the right environment for both of them.  Obtaining this could be difficult.  Well good luck

Yes, you can breed them and get semi-dwarf boas.  We own hypo boas and we do it (mix hog islands with hypo columbians) to make sunset boas.  However, if you want them to breed successfully (or without any trouble), do not cage them together.  Many snakes that are caged together do not breed as the males do not seem to notice when the females ovulate.  Also, when you decide to breed, make sure the female is fat (pregnancy is very taxing on their bodies) and the male is skinny (increases the chances they will breed).
