Can i bring grocceries like rice,pulses,spices,flour ,jams & pickels with me into the mexicocity.?

yes, but why would you want to- you can find just about any spice known to man in every tienda in mexico.  The only thing I haven't found on your list is pickles- but I am sure they will have them in mexico city- where there is a big town there is a walmart, and they have it all!!!  Unless you are bringing a truckload, you won't get taxed by customs- they are looking for stuff like electronics.......
