You can sell it as soon as you have confirmation that the purchse completed. That confirmation can be an oral or electronic comunication from your brokerage.However, if you have a cash account instead of a margin account, you may not reuse the sale proceeds to make another purchase until the settlement date (the next business day).

No. You can buy and sell  immediately. The problem happens when you have bought an option but the transaction did not materialize and you have sold an item without actually buying. If you are sure about the purchase you can sell.
