  1. if its sealed in a packet as sold in shops .. (and uncooked  ofcourse) it will not be a problem...

  2. You can put rice in CHECK - IN baggage (which you are not going to keep with you in cabin).

Hand-baggage should not contain such things.

  3. Hi! Usually you are not allowed to take any agriculture produce to any country be it fruits, plants or rice. On Mexican rules please go to this link. http://www.mexonline.com/mexcustoms.htm .

But if it's a small quantity say 2 Kgs or so, you might just put it in your registered baggage and hope that it's not opened by the customs. Remember, you will have to declare in your arrival form that you are not carrying any of these items like Plants, fruits etc. If you are caught, you could be in deep ****! I suggest you dont carry at all and buy the rice in Mex. Mex rice and chillies are quite good.

  4. put it in your suit case because then people wont check

  5. If it's processed and packaged, it will not grow, so you shouldn't have a problem.  If you are flying, call the airline, they can tell you what is allowed and what is not.
