Nope.  If it's hazmat, which is short for hazardous material, and the freight companies will not take it, you cannot put it on a passenger aircraft.  Fedex has great expertise in hazmat shipping, and if they won't take it, nobody will.  

Whatever you do, do NOT try to put this on a passenger aircraft.  Why do you want to ship that stuff anyway?  Some things can only be moved by ground transportation.  Some things cannot be moved at all.  If you are working for the industry that uses that stuff, you really should know this.  Why did Fedex say they wouldn't take it?  Undeclared haz has caused aircraft to crash before.  Please call someone in the know before you try to move it again.

Domestic: the aviation regulatory body. FAA, TSB, etc.

The reason nobody wants this on board their aircraft is because it is hazardous material.  It is either a) highly flammable, or b) emits toxic fumes.

FedEx and DHL will not accept it because they believe it is too dangerous to carry on a cargo only aircraft.  What in god's name would possess you to try to put it on an airplane that is loaded with people?

Knowing what it is, and trying to place it on an airplane would probably consist of a crime at this point simply because you already know that it is HAZMAT, and that means you are deliberately doing something you know to be dangerous to others.  If you check it and it gets discovered by TSA, you will probably go to prison or pay a very hefty fine.  You don't get to claim ignorance if your shipment has already been declined by someone else because it is too dangerous.
