Can i connect an s-video input to my Geforce 8600gts card?

The 8600GTS is a video output card.   It can output video from any of the available connectors on it, but you can't use it to record or capture video input.

For that you might want to look at getting a vidoe capture device. I believe this can be either a PCI card or, in some cases a USB or Firewire device can be used.
