yes  just go to your plumbing store tell them what kind of situation you have and ask them what kind of adapter you need..also  tell them if its no good can you return fitting

Easiest way it to use a s***w up plastic 1.5 fitting as it will fit the solvent weld and pushfit pipes.  Available at all DIY stores.  Put a biot of washing up liquid on the tapered rubber ring seal before you tighten it up, and make sure the ring is the right way round (taper facing into the joint).  Hand tioght is fine - no need for tools.

If I understand your question correctly the answer is no, what you can do is buy a compression fitting and fit it to most any kind of pipe.  Pushfit and weld fittings are more or less particular to each manufacturer.  An earlier respondent gave a reasonable description of a compression, also known as a universal, fitting.
