  1. No.  You are out of your mind if you think you can.

  2. Of course you can.  They do clean ice and snow off up there.  Wear a lot of clothes

  3. Im in South Dakota, and I do it!

Dress WARM, wear gloves, keep the face covered. Mountain Bikes are easiest in the snow, even if a bit heavier. Give the bike a good rinse if you ride after they salt the streets! keep the chain well lubed!

  4. I'm not from minneapolis but there is no reason you can't.   Just get the right clothes and equipment on your bike.  Here is a bike forum thread on riding in the snow in Chicago.

  5. Definitely. People will think your nuts because they can't think of doing anything different than the norm. Use icebike.org for a good list of things to think about before getting started.

  6. I biked to work every day for three years in Chicago.  Some water repellent pants covers are key.  But Minneapolis is a different beast from Chicago.  I've been there in February when 4 feet of snow covers everything that isn't ploughed.

So here's your option...it isn't the cold that's the problem.  That can be overcome by the right riding gear/clothes.  It is whether you are comfortable riding in the road year round at the risk of being dinged by a sliding car (happened to me once in Chicago).  I'd say go for it.  And I have a bit different take on the Mt Bike vs road bike that one of the above commentors.  I found that the narrow tires on the road bike cut the snow/slush more easily than wider knobbies while riding on the road.  A sidewalk with snowpack, though, needs the wide tires.  Keep it in a lower gear so you can spin more easily if your tires are slipping.
