Can i draw in 1-bit (or 8-bit) color?

Is there any software where i can draw/ animate on 1-bit or 8-bit color?

1 bit would be black and white, 8 bit is color and you can use any graphic software to do that. Doesn't Paint come with windows? To animate you need another program, like flash or Photoshop or there are probably other ones that are easier to use.
