Yes! there is the Three-for-all appetizer that comes with buffalo wings, mozzarella sticks, and potato skins.  Whenever I go there with my cousin we always order that and it fills us up.  It is also under $15.  (In my area its under $10 but idk where you are, prices vary)

yes you can, well depending how how hungry you are and your partner and of course hows service ; ) cuz if its good there good tip for them if not good then a few bucks back into your wallet =p

sure you can ok so buy like 2 salads or 2 burgers. these things cost around 7$ each. then if you can drinks order a coke or liton tea those drinks are around 2$ refills are free. so the total price would be

18$! :]

and if you want you can order some yummy desert to share for two people! (they give reallyyy big desserts!)

their desserts are around 6$

so you will have 24$. oh but then you need to give at least 4$ for tips. have fun!

Barely.  Remember you have to tip - that's part of the cost of eating out (17%).  

2 burgers ($7?) and 2 cokes ($2) and tax would put you right around $20.  (More if you live in NY or whatever).

It's doable but you have to really watch what you order.  The standard for tipping is 15%-20% before taxes, depending on the level of service.  In reality, if you factor in sales tax (I'll use 8.25% as an example) and you factor in a minimum tip of 15%, then you can only spend $10 per person on food, which is the midrange of entree prices at TGIF.  In my opinion you don't have enough for appetizers, drinks or dessert unless they come included with the meal.  

$20.00 (food @ $10 per person)

$3.00 (15% tip)

$1.65 (8.25% sales tax)

If I were you I would skip the appetizer and don't order any soft drinks just to be safe and make sure you have enough to tip.
