  1. Depends on what it is. it's a bit risky, but if it something that will be fully cooked, you should be fine.

  2. Yes as long as it is not chicken or fish. Just make sure you cook it completely through and do not eat it rare.

  3. according to food safety guides;

    bacteria grows and multiplies the most at room temp.

    so, food should be kept either in freezer 0 degree ( bacteria wont multiply) or hot , above 145 degree ( kills bacteria).

    I would not eat food that's been out more than half hour.

  4. I  would say if it's ground beef cook it to an internal temp of 165-170 and if it's pork I would cook it to an internal temp of 180-185 and if it is chicken I would say if it is still cool (say 60 degrees or below) you may still be okay,but if chicken is any warmer than 60 degrees I would throw it away because of the higher risk of Salmonella Poisoning.

  5. What kind of meat?  And it depends how it was left out, temperature... etc.

    A roast?  Yes...

    Ground Beef (taco meat)?  Maybe... I would heat it up thoroughly before eating.
