It depends on your nationality.  If you are from one of the countries covered by the Visa Waiver Program ("VWP"), you do not need a visa to enter as a tourist.  But please note that you are not guaranteed entry into the US - if you have a criminal record etc., or the INS agent thinks that you are a risk re staying illegally, you can be denied entry anyway.

  4. if your country is one of those included in the visa waiver programme, you do not need to apply for one if you intend to stay for less than 90 days.

    if your country is not included, yes you need to apply for a visa at the us embassy in your country.

What is your citizenship?  There is a list of countries whose citizens qualify for Visa Waiver Program.  VWP can only be used for tourists/holidays.  Any violation of VWP (including anything that indicates an intent to remain, such job hunting, getting an apartment, etc) gets you permanently barred from using VWP ever again.  Time limits vary by country of your citizenship.

    Even those on VWP can be denied entry at the border if they do not have proof of sufficient funds for the period of time they expect to be in the US.  "Sufficient" means enough to do all of the normal tourist things: round-trip plane ticket, hotel reservations, restaurant meals, sightseeing, etc.

    If you are not from a VWP country, you must have a visa.

The United Kingdom refers only to British citizens who have the unrestricted right of permanent abode in the United kingdom (England, Scotland, Wales, Northern Ireland, the Channel Islands and the Isle of Man); it doe s not refer to British overseas citizens, British dependent territories' citizens, or citizens of British Commonwealth countries. After May 15, 2003, citizens of Belgium must present a machine-readable passport in order to be granted admission under the Visa Waiver Program"

    So, if the above applies to you, you don't need a visa. If it doesn't, then you need to apply for a B-2 visa.
