  1. Well, if you sign up and run a DYNAMIC DNS service, the DNS system can "Track" your dynamic (changing) IP.  You then enter a URL name in your program, instead of the IP, and the Dynamic DNS system translates that to your current IP address. That way you can use a dynamic IP address to connect to your server.

I use http://dyndns.com  for this but there are several others. You just load the program on your computer, and dyndns tracks your IP.  (Some routers even allow this within the router!)

Now, if you are saying that your ISP is using NAT (network address translation) and gives you a "private ip" within a local network rather than a PUBLIC ip... then NO you won't be able to connect without a VPN of some sort!

  2. Your public IP address is probably a dynamic address, unless you subscribe to a more expensive fixed IP. Regardless of this, your ISP knows EXACTLY where your machine is by the fact that you are connected to their line. They do NOT change people's addresses for them, and would definitely block anyone using the address they allocated to you. If you tell us what you are actually seeing, rather than what you think is happening, we can probably find you an answer.
