  1. If you have eligilbe income of more than $3000 in 2007, you will get stimulus rebate.

    On the self employed income, you must pay SE tax at 15.4% if the income is more than $400 in a year.

  2. As a US citizen who has not given up your citizenship, you continue to have a filing requirement.

    If your self-employment income generated more than $400 of income, you were required to file.  (Because that is when you begin to owe SE tax.)  To get the $300 stimulus, it had to generate at least $3300 of net earnings.

    If you are retired and get SSA benefits, you are eligible if the benefits are $3000 or more.

    If you have more than $8750 of wage income in the Philipines, you also had a filing requirement and could qualify for the rebate, but only if the income was not excluded by the foreign earned income exclusion.

    Please see pub 54 for more tax issues for "expats."  (By the IRS definition of expat is some who has actually give up their citizenship, not just someone who lives abroad.)

  3. Yes, you can get the check. I'm overseas as well and got $300. All of my income was exempt because it was excluded by the foreign income tax credit.
