Can i get a bachular degree in one year?

i took a three years gap after 12th so is there any programe is available so that any one can comlete a bachular degree or apply for a masters degree????

No.  

Three years is doable, two is theoretically possible but highly unlikely,  one isn't even possible in theory.

The first problem you're going to run into with an accelerated program (anything under four years) is that you will have Required Courses, and some of those will have Pre-Requisites.  In other words, you have to take Economics 3 to get a degree, and you have to take Econ 2 before you can take 3, and 1 before 2.  

The second problem you'll have is that some of the required courses you need are not offered every semester, and some not even every year.

The third problem will be that some of the courses you need are only offered at limited times, and sometimes they will conflict, meaning  you take one or the other, and wait for one to be offered again another time.

Then you get into problems of maximum allowed course loads, and you'll find it difficult to even get approval for a load that would finish in two years, even with summer school.

One year for a degree is totally unrealistic.  It simply isn't going to happen, unless you started three years ago.
