  2. UCANTCME usually gives good answers but this one is incomplete.  He gave you the standards to receive a DOT medical card.  The answer to your question is yes (if you pass the written and practical tests.)  Bipolar disorder could be an issue in getting that DOT physical though and you must have that DOT card to legally exercise your CDL privileges.

  3. First answer was correct. Only if your doctor says you are ok and mental illness is taken in consideration bipolar people tend to be unpredictable when working long hours and under stress so I doubt you can get one, Haz mat especially because you would be driving with dangerous materials, aside from that they try to make sure drivers are safe to drive no mental or physical conditions that could harm the public if it would interfere with driving or judgment and if you are bi-polar you are taking a drug that would not allow you to. But regardless ask you local DMV they may let you if your not driving out of state, many states have varying laws but the trucking industry is ran by the DOT Department of Transportation. If your doctor sees no reason to not let you drive and he will sign a physical for you then you might be able to get it. I have know some polar people and they are as normal as anyone else I know as long as they are taking their meds but can get bizarre behavior if not on them, Unfortunately so do 70 percent of most drivers do on the west coast have bizarre behavior. You will be required to do a urine test every so often so if yo have any non approved drugs in your system you may not be eligible as well for that.
