Can i get a money order refund if its been cashed??

i paid for an item online at a popular site marketplace called ISS for shoes; and i recently sent a money order for 80$ for a pair of shoes and that person happen to be in brooklyn or queens in NY. its been 3 weeks already and still nothing in the mail for me... can i get a refund for my money from the post office (i still have the receipt) even if its cashed and i did not get my item?

No, the post office cannot give you a refund for the money order. You need to talk to your seller. If they are not forthcoming, you can report them to the marketplace and/or file a report for mail fraud.
