i took the the motorcycle saftey course and passed and i dont know if i can get the licences cince i have a suspende permite for cars.

No, a suspended license means you cannot drive any vehicle on a public right of way.

No.  A motorcycle endorsement is just that, an endorsement to your valid license.  If you have a suspended license, your endorsements are also suspended.
