  1. 3 feet is nothing, nearly perfect compared to most drivers. Most people drive past the line before stopping which there is no question about, law wants you to stop before the line.

  2. google it

  3. Your wheels are supposed to be on the line.  If you weren't informed by a uniformed officer, then I wouldn't worry about it.

  4. Well, you always hear about cops in bad moods handing out Mickey Mouse tickets, but that's stretching it. Unless you gave him or her another reason to stop you, I don't think there's a cop out there who would pull someone over for that.

  5. The white line is the stop point; the stop sign is beyond it.  If you don't come to a stop until 3 feet from the stop sign, you are likely past the white line.  Yes, you could get a ticket.

  6. Yes, you can, (at least in my state) but they wouldn't - if you ran it or rolled through it, or were in the cross walk, maybe, but most of the time they'd rather pull over someone going 40 in a school zone or turning from the wrong lane - more money for the city.

  7. No because people always do this and I see it as a safety issue in the event that you need room to move forward or to get out of a vehicles way, it is much better than sitting right at the line, you have no where to go....

  8. Pull up so that the closest stop/crosswalk line JUST disappears over the hood of your vehicle........this is an acceptable distance. The driver of the vehicle behind you isn't expecting you to stop too short of the stop line. It's also a good idea to check your rear view mirror whenever braking (and often), so that you know he isn't about to hit you!

If you stop too far back from any stopline on a road test, you would get demerits. If you caused the driver of the vehicle behind you to suddenly brake, you would fail on a road test  because you are performing an unsafe and unexpected action.
