Can i get an APostille for my wife's birth certificate?

Question

I am trying to get an Apostille for my wife's birth certificate from Missouri, here in Michigan. We live here now in Michigan. The secretary of state of Michigan rep said that he cannot issue an Apostille because the birth certificate is from Missouri and he can only do Michigan documents or if a Michigan notary approves it. Is this true?? I though Missouri was part of the Mid West sector along with Michigan so there should be no issue!
