I really don't see why not you can try www.biodiesel.org and you can search the station closest to you. Also there is no reason why you couldn't make your own. All you need is some used cooking oil, lye (sodium hydroxide) and some methanol. There is a great set of instructions at the website  http://www.biodieselmake.com/ . But be aware that bio diesel needs to be heated in cold climates because it can start to gel and clog your motor.

If you want to set-up to crack your own...100% yes...and you might be able to get it "free."

If you want someone to sell it to you...that would be a maybe. Try in the phone book, or something like kijiji for the Edmonton area.
