i think it's rare if they do, because there r so many people that use them, and i don' think they'll catch everyone using them (if they have the ability to).

Yes it can be, but the government  won't do it unless you are a prime suspect / terrorist.

Otherwise it's not worth it, they just ban the proxy server.
