In most USA states, Yes.  Here, autos and not drivers are insured.  I know of no law that says  you must have a drivers license to insure a car.  You need a drivers license to drive a car but not to insure one.   My 90 year old uncle has a car, insures that car, but has not had a license for 10 years.  He has it so Others can use it to transport him.
