A few things are required...

For two broadcast stations the set needs dual tuners. If you don't have dual tuners it isn't going to happen.

Some TVs, even with dual tuners, will not offer picture in picture with digital stations, analog only.

Otherwise you can do PIP with the tuner and a line input such as from a DVD player. Again however, PIP may not be supported with digital stations.
