I have had to drill holes to mount it on trailers> Motorcycles> I bolted mine on my truck so if they steal it they have a job ahead of them> Depends what you mean alter.Ask a policeman>

Anything you do that alters or makes it hard to read your number plate will incur a fine and loss of points!

Of course.  You don't alter plates in any way.  In some jurisdictions a frame that obscures anything will be ticketed, and you can't use any type of cover, including clear.
