Always while asking a question, please make it clear. What you mean by there? Rakhi is not an Indian Festival. "Rakhi Bandhan" is the festival. "Rakhi" is the band which tied in wrist of your brother (Girl to Boy)

Anyhow, hopefully it will be available here in Dubai & Abudhabi (in few shops) and you may able to purchase it even through the famous shopping site of India.

You do get rakhis in dubai in all the supermarkets...No cause for worry...U get all the items here.
