  1. You don't need a computer for xbox live, you sign up through the xbox interface. However you do need a broadband internet connection of some kind. Like a DSL or Cable modem to plug your xbox into.


  2. You're using a computer right now. But whatever, maybe you're at a friends house. Yes you can get an Xbox Live account without using a computer.
