To live in Germany you will need a visa (Aufenthaltesgenehmigung)

To work you will need a permit

(Arbeitsgenehmigung)

For Students there are Studentvisas

Try to hook up with one of the bigger international

exchange programs like Sokrates or Erasmus. They'll

deal with most of the paper c**p and it's a lot.
